Pattern: should have or ought to have + past participle for past advice, criticism, regret, expectation or an action that would have been better

Uses & Functions

The Rule: Use should have or ought to have + past participle to talk about past actions that did not happen, or that you think were wrong. This structure expresses criticism, regret, advice that was not taken, or an expectation that was not met. For example: "You should have finished the report." or "She ought to have arrived by now."
The Trigger: Use this structure only for the past. Do not use it for present or future advice. For that, use should + base verb (e.g. "You should call him now"). Also, do not confuse it with had to (past obligation that was fulfilled) or must have (past certainty with no criticism).
The Fix: The most common mistake is using had instead of have. Always write should have / ought to have, never should had / ought to had. Also always use the past participle (gone, not went) and never drop have (not should called).
