Some hazardous airport circumstances emerge almost instantly, while others develop gradually. Consequently, airport operators must implement a self-inspection program that monitors specific conditions to identify unsatisfactory situations and take immediate corrective action.
The airport owner, operator, or a duly authorised representative bears responsibility for these self-inspections. Typically, the airport manager or operations supervisor is tasked with ensuring overall airport ground safety. Priority must be given to the following areas: pavement areas, safety areas, markings, signs, lighting, aircraft rescue and firefighting, fuelling operations, navigational aids, ground vehicles, impediments, public protection, animal hazard management, construction, and snow and ice control.
Those assigned to conducting inspections may be responsible for examining regions allocated to particular air carriers, fixed base operators, or other tenants. However, at Part 139 airports, the Federal Aviation Administration (FAA) holds the certificate holder ultimately accountable for safe operation.
Types of Self-Inspections
1. Regularly scheduled: These occur daily, except where the Airport Certification Manual (ACM) dictates otherwise. To minimise disruption to airport operations, inspections should take place at least once per day during periods of low aircraft activity. For airports serving air carriers after dark, a portion of the inspection must be conducted during darkness.
2. Continuous surveillance: Whenever employees are in the air operations area, they should inspect activities and facilities identified as requiring ongoing monitoring. Hazardous situations can arise at any time and persist for varying durations.
3. Periodic: Condition inspections of activities and facilities can be carried out on a regular basis but not daily. Depending on the activity or facility, the interval may be weekly, monthly, or quarterly.
4. Special: These are triggered by a complaint, an unusual situation, an accident, or an incidentβsuch as a major weather eventβor after construction. A special inspection should be performed before construction personnel leave the airport if corrective actions are needed, and findings must be recorded in the relevant section of the routine inspection checklist.
Inspection Items
1. Lighting: Lighting is critical for safe operations at night and during low visibility. Lights are installed on the pavement or along its edges and vary in shape, size, colour, and arrangement. Since lights serve as the primary visual aid for pilots, inspections are best conducted during darkness. The assessment should focus on the airport operator's illumination, though the inspector must also monitor lighting owned or controlled by others and report any concerns to the responsible owner promptly.
2. Navigational aids (NAVAIDs): The inspection should centre on visual navigational aids owned by the airport operator. Nevertheless, the inspector should keep watch over aids administered by others, such as the FAA, and immediately report any issues to the NAVAID owner.
3. Fuelling operations: The daily inspection should include a quick check for the most prevalent problems related to compliance with local fire safety rules at fuel storage facilities and with mobile fuelers. This must cover security, fire protection, general housekeeping, and fuel distribution facilities and processes.
4. Paved and unpaved areas: The condition of pavement surfaces is essential for airport safety. Daily inspections should be performed before flight operations to guarantee that surfaces are clear. At a minimum, all paved areas for which the airport operator is responsibleβas defined in the FAA-approved ACMβmust be inspected daily.
Inspection Checklist
1. Runway pavement: Inspectors must determine whether any cracks are large enough to affect an aircraft's directional control. These fissures should be reported and monitored. Additionally, any gaps that could compromise directional control must be identified.
2. Foreign object debris (FOD): In movement zones, aircraft parking areas, and loading ramps, the inspector should regularly check for and remove any foreign objects. Mud, dirt, sand, loose material, debris, rubber deposits, and other contaminants must be eliminated as soon as possible and to the greatest extent feasible.
3. Runway safety areas: The pavement must be free of cracks and surface irregularities that could interfere with air carrier aircraft directional control. Each safety area must be cleared and graded, with no ruts, humps, depressions, or other surface irregularities that might pose a danger.
4. Vehicle roadway signs: Standard highway stop signs must be placed at every intersection of a vehicle roadway with a runway or taxiway. These signs support safe operation for aircraft and ground vehicles during taxi, takeoff, and landing. Markings, signs, and symbols should be consistent globally, and their procurement must adhere to established standards for each airport operator.
5. Taxiway edge marking: Edge markings separate the taxiway from the rest of the pavement. The marking is either continuous or dashed, depending on whether the adjacent pavement is intended for aircraft use. A continuous double-yellow edge stripe indicates that the taxiway edge should not be crossed. Any pavement markings no longer needed must be physically removed.
Inspection Techniques
Fixed inspection patterns do not guarantee a thorough examination. Such habits can lead to complacency and cause inspectors to overlook issues requiring correction. Therefore, it is beneficial to rotate personnel periodically so that different teams conduct inspections. Furthermore, inspection records should be digitised to confirm that inspections were performed on time and by the correct staff.
